New Delhi, April 17, 2025 — The Delhi Police have issued a directive mandating written permission for the use of loudspeakers and sound amplification systems in public spaces. The move comes ahead of the Lok Sabha elections and seasonal festivities, with authorities seeking to control rising noise pollution and maintain public order, particularly in residential and silent zones.
According to the new guidelines, no individual, organization, or institution is allowed to use loudspeakers, public address systems, or DJ setups without prior written approval from the local police station. Violations can attract fines of up to ₹1 lakh under the Noise Pollution (Regulation and Control) Rules, 2000.
| Rule | Description |
|---|---|
| Written Permission Required | Mandatory for any use of sound amplification devices in public places. |
| Penalty | Up to ₹1,00,000 for violations. |
| Time Restrictions | Prohibited between 10 PM and 6 AM unless special permission is granted. |
| Enforcement | Police stations to maintain permission logs, monitor usage, file FIRs, and confiscate equipment if needed. |
The directive applies to political rallies, religious processions, social gatherings, weddings, and commercial events using loudspeakers or similar equipment.
Station House Officers (SHOs) have been instructed to maintain records of permissions granted, increase patrolling in event-prone areas, and ensure strict action against unauthorized usage. Coordination with the Delhi Pollution Control Committee and municipal authorities will support enforcement.
Authorities clarified that exemptions apply only to emergency services such as ambulances and disaster management operations. All other uses must follow the rules strictly.
The enforcement is supported by existing legal frameworks including:
A senior police official stated that the aim is not to restrict celebrations or public expression but to protect citizens’ right to a peaceful living environment. The updated rules are designed to balance community activities with responsible sound management.
Individuals or organizations must apply at their local police station or through the official Delhi Police portal. Applications should include:
Applicants are encouraged to plan ahead, as permissions may not be granted on short notice, especially during high-alert periods or in noise-sensitive zones.
With the latest directive, Delhi Police have reinforced their commitment to controlling noise pollution through stricter oversight and enforcement. Written permission is now a prerequisite for using any form of amplified sound in public, and violators risk severe penalties. Citizens and event organizers are urged to cooperate with the authorities and adhere to the updated norms.
